In 2009, American 15-year-olds ranked 25th among their peers from 34 countries in a standardized math test administered by the Paris-based Organization for Economic Cooperation & Development. Investing in research and development can help to both reduce our trade deficit and rebuild our industrial base. For instance, development of green energy and cleaner, more efficient transportation could help reduce or eliminate our dependence on foreign oil, which currently sends huge sums of money out of the country each year.
